What's Difference Between SPD Latency and Tested Latency

What is the difference between SPD Latency and Tested Latency? My ram has an SPD Latency of 9-9-9-24 and a Tested Latency of 9-11-10-27. Also has Speed Rating of 2133 and Tested Speed Rating of 2133.

SPD latencies are what is programmed into the memory modules. It's what a computer will use as the default latency settings.
Tested latency is the latencies someone has tested the modules at. For tested latency data to be of any use at all you also have to know at what speed the test was run.
