Have you tried resetting the BIOS to defaults by removing the battery for 15-30 seconds or jumping the pins as instructed in the manual?

As the above user stated jump the CMOS reset pins. You can find how to do this in your motherboard manual.

Alternatively remove the CMOS battery for a few minutes and that should clear it as well.

Also try re-doing all of your cables in your motherboard (power, SATA, IDE, etc) and reseating your RAM. If all of that fails to do anything, unplug any non-vital components and try booting (only use the bare essentials to get to BIOS).

Had the same issue and found it was my front panel usb connector on the mobo, if i plugged usb or headphones into the front panel my PC would turn of then go into a rebooting loop each reboot lasting about 5 second so nothing would even show on screen.

I had to remove the power cable and drain its power then put it back in to gte it to stop.

Can you try another power supply or your power supply in a known working computer?
