Fried PSU, got away with CPU-Motherboard-Memory and hard drive.

Yes, I know it's crap. Thanks. You have missed the entire point. I can't afford to replace the PSU if that is not the problem. Period.

If you don't have the money to change anything before you know it's which part, just get it to someone who can make the test.

I'm 98% sure it's your power supply.

Didn't we already decide it was the PSU since your voltage on the 12V rail was way below ratings?

The voltage is fine. The readings are all normal in BIOS, and why in the world would my rig even start up if it was running that low on the 12v?
