....No. Many titles that are launching in January of 2007 are Direct X 10, for instance Crysis, they will still run on DX9 hardware but it would be retarded of Microsoft to not ship DX10 with Vista, like they have said they would numerous times.

I will suggest you to get a single card and it should be one of the close to high-end cards so it will last you for a while. The DX10 cards wouldn't be proficient for a while. Definitely not the first releases

The game could have all the DX10 support in the world, but it can't do anything if DX10 isn't even released.

Its common knowledge that DX10 is not shipping with Vista, DX9.L as its called (WGF1.0) is whats shipping with Vista.

Not untill at least 6 months later, once theres sufficient hardware support, will DX10 (WGF2.0) be released, and all the games up untill then that support DX10 will be able to be put to use, assuming you have Vista and a DX10 card.

Directx 10 is shipping with Vista, but Directx 9 is being used for Aero Glass. for the reason that older directx 9 cards can run it.
