This just about sums it up. I personally wouldn't drop $500 on single prime lens and the Sigma is over budget. I'd go for some variation of the Tamron 17-50. Which version depends on how highly you value image quality. The non-VC version will yield better images, but the even best lens will produce terrible results if you can't keep it steady.

It depends on you really. Do you have steady hands or shoot almost exclusively with a tripod or some other steady mount? If not, then get VC.

If you want to shoot more video than pictures I suggest a glide cam rig or similar...look up DIY glide cams

Yes you will not need VC, image stabilization is better for still pictures than video. Though it does help a little in hand held, once you get that glidecam rig you can turn it of...

If your main purpose is video, which only means the very center of the sensor/lens will be used for 1080P, then get the VC. It can't hurt and the relatively little portion of the sensor that is used will probably negate any optical benefits the non-VC version has.
