No, it's actually stated in T2 that Skynet became self-aware.

I would say A.I is more closer along the lines of iRobot. It had the ability to dream, think, reason, do everything a human can do (with the use of the second brain to override the first.) The traffic control system wasn't true A.I imo because it just made a logical deduction that in order to protect humanity, it must protect it from its self.

i guess you could divide ai up into 2 factors with 3 levels on each

A. degree of intelligence
1. direct user control - the equivalent level of control as controlling a commercial airliner with a joystick - all the difficult to process data is taken care of by the ai but you still decide exactly which way it goes
2. dynamic problem solving - the ai is capable of solving a large variety of problems due to dynamically linked solution algorithms but in the end is still 100% predictable
3. learning - ability to alter its programming is inseparable from ability to learn (difference between this and statistics)

B. level of intelligence
1. Immediate responses - stuff like "oh no im about to fall over, better balance myself with this leg by moving it 2 inches that way"
2. tactics - once the ai has a task this would be the level where the best course of action is plotted
3. strategy - this level is where goals are set, opinions are formed and is the overall residence of consciousness

Now if we get a combination of A3 and B2 we can have one heck of a soldier, combination of A2 and B3 would produce an excellent farmer but both of these are incapable of causing any significant harm(read: end of the world). An A3 B3 type AI though = capable of being a leader, scientist, ideologist and every bit as good as humans in everything we do if not better. Further more since it would have complete knowledge of its own inner workings it would be capable of evolving itself in an insane rate and due to its "not alive" state it is far more durable then humans are. The first few steps of such an ai are easy to predict - get bigger, get smarter. From there it gets difficult though since i have just as much of an insight into them as a tea leaf has into me. Chances are though, the ai will treat humanity as tea leaves..
