The ONLY way they can KNOW it won't unlock is if they either KNOW they are using 100% Laser cut GPU's which I can't see them doing ... or they modified the card and eliminated the DUAL BIOS either removed the actual BIOS chip or removed the Dual Bios Switch , which I ALSO can't see them doing. sooo hmmmmm
Plus who's to say that you don't get a card from OLD STOCK if you order one ... and it's pre-this Claim ... further I can't see anyone at Sapphire Tech Support saying ANYTHING about the unlocking feature to a Customer over the phone ... they just wouldn't do this for some obvious reasons, so I call BS on that NewEgg reviewer.
But Long story short ... the HD-6950's are on their last days anyways IMO ... many have run out of stock and manufacturers aren't making anymore and have now shifted gears to producing the 7xxx series cards. IT's going to get harder and harder to find a quality NEW HD-6950 out in the retail/wholesale market, and most likely people will need to look at USED cards as options anyways.

I got mine a couple months ago, and it unlocked fine. Buyer beware I suppose.
