Problem with ECS P35T-A

Hi!My friend has a pc with a e8400 cpu and ECS P35T-A mobo. CPU work with a 2 GHz, but there should be 3GHz..In bios a multiplier is 9X333, but CPU-Z and Aida64 show multiplier 6X333. Where is a problem?

Intel speed step as well as C1 and C3 are active, which are power saving features built into the processor that dynamically throttle and undervolt the chip depending on the workload. When idle, the multiplier drops to 6 and the voltage drops as well. When the CPU comes back under load, intel speed step returns the chip to max multiplier and normal core voltage. If you arent overclocking the chip, have him leave it on as it does save a bit of power.

we disable C1E and EIST in BIOS and run Aida64 system stability test, put CPU-Z anyway show only 2GHz
maybe damaged cpu or mobo?
