Check to see if the card has been accidentally overclocked? or if the fan for the radiator is working and or clogged?

My Card is overclocked but it was working fine before. As I stated earlier I cleaned out the thermal paste and Zip tied it firmly back together and cleaned de rad and the fan of the card. I think something has to do with my pump.

check if the voltage got bumped on accident.

Granted my temps of 52/52c are at 998mv which is ALOT lower then your 1125mv

I just tried and it does not work at 998mv. I really think my temperature problem is related to the cooler not my card because it was working fine.

I had the exact same thing happen to me, I forgot to plug in the pump. I do see that you can hear it, if could be something else or your pump broke.

put your hand over the rad with rad fans blowing. You should notice warm air blowing through the rad IF the pump is running. For those temps posted youll know if the air is warm right away.
Id think less of a poor tim app as you would be high but you would have had to really mess it up for that temp, poor tim will show more spiking of temps with slow to cool, that's more reflective of bad tim from my experience doing this. The last thing is to put some pressure against the pump to card if possible, brace the top of the card as not to put pressure on the pcie slot. If the temps drop again then your not tight enough.
