You could alwaus get a 3.5 inch fan controller.

You could get a PCIe slot cover fan controller, or one that connects to your USB header, so you can control it on your OS.

I use these fans for my radiator. They work wonderfully. Almost silent (rated 17.9 dBA), plus they have 2.2 static pressure which is dang good for how quiet they are. In comparison, the SP120 Silent Edition has a 23dBA but static pressure is only 1.3. If you want some thing silent and powerful the Cougars would be my suggestion.

Those decibel readings don't really reflect the fan noise very well. Also, those fans don't create a very good seal against the body of a radiator, if it has square openings.
