I think he meant LESS THAN 100% power.

Thank you. Reading comprehension fail on my part. Thank you all for the replies, this makes perfect sense now. I was interpreting the word "under" as if he meant "at", ie "Make sure you never run the pump AT 100%", thank you for clearing this up. Once I get some time to put this all together I shall post the beast here.

Just FYI, I've been running my pumps at 6V with no problems, max 69/71 in furmark, currently at 39/40. Higher than most like but worth the noise to me.

Even at lower speed you should be at or close to ambient while idle...

I also run the pump at lower speed, takes a performance hit but silence is golden. Temps at lower speed don't go over 55 so it's no biggy - (30°+ ambients).

Pump/fan speed too low or mount isn't good. If you have to go that low to stop noise the pump is faulty surely?
