I've produced liquid chillers in the COP range of 3-4 with similar or lower temperatures then yours.
His phase unit is fitted to cool one item, if it was meant to chill liquid, yes he would have a higher COP. However, its a different system used for different applications. Yours is more adjustable. His could be but would require more complex systems. His also includes the heat rejection system in his size format, yours needs its water loop on top of the cold loop.
TEC's and phase have different uses. TEC systems are a bit cheaper to produce for a given small effect. But once you need alot, it's easier to go vapor phase.
