I heard many people who own the ati radeon 9250 256mb pci can over overclock like 20 mhz with passive cooling without heating up is this true? should i overclock it with passive cooling and should i buy a vga coller for it?

A 20MHz overclock on a 240MHz chip is not to dangerous. I would make sure that you have adaquate airflow in your case and if you can direct a case fan towards the video card that would be better. This way you do not have to buy another cooler.
