Sorry for the crude paint pic but make sure you've mounted the heatsink with the cutout in the right place.

I've done this plenty of time's and it's easy mistake to make.

Yes, i did clean off the original silicone paste, with isopropanol in fact

Check your voltages, reset your BIOS, you might be pumping too much juice into it. Also check the condition of your motherboard, see if it's dying. That's an old system now so it wont surprise me. Also, ever thought of replacing the heatsink? What rpms is it spinning at

The fact is that that CPU will get hotter thanb some due to its fabrication. That CPU isnt one to run cool as it is. Also the fact that your using an Intel Heatsink may leas to issues due to the way it is designed. However i would do the following :

1.Remove HSF.
2.Use a 90 % alcohol based solution to remove old thermal compound form the bottom of the heasink and from the CPU die. ( Top of CPU ).
3. Re-apply a good thermal compound such as AS5. When doing so use a rice grain siz of AS5 on the DIE of the CPU.
4. Apply the heatsink ontop making sure that its full flat and seated on the CPU DIE.
5. Secure the Heatsink.

The CPU is runing at the stock 1.6V. And althouh it has a n old CPU the motherboard is relativelty new. The HS fan is spinning at a constant 2500RPM.
I'm using CPUCool to monitor everything.
yes, i would like a new heatsink, but i want one that is silent, has a low C/W and has a low price. But i dont that there are such heatsinks... The good ones can cost over $40, and im stingy

See what STINGY gets you ?
I would suggest rearranging some fan placement inside the case a simple reversal may help ease some temps.
As for the CORE heat issue...clean everything off...either lap it...or reapply until the temps get to a comfortable level for you.

I confirmed that the cpu is 55*C and has good contact with the HS/F by touching the HS/F, its bloody hot!!
Also the SB is getting pretty hot, it has a small heatsink, but it still hot enough to hurt your hand.........
The NB is fine though, its got a large passive HS and soem silver paste, it running at bout 35*C
