Safe voltage for my set up?

Hey guys i have been trialling speeds of my new cpu and was wondering if you guys believe that a voltage of 1.36 to max of 1.37 was safe for my setup to reach 4.5ghz

currently i have

CPU -Intel Core i7 3930K Processor LGA2011 3.2GHz 12M Cache 6 Cores
MOBO- Asus P9X79-DELUXE Socket 2011,X79,8DDR3,Wi-FI,2x GbLAN, 8ch,Raid
RAM - G Skill 16G(4X4G) DDR3 2133MHZ PC3-17000 CL9(L9Q-16GBZH)
GPU - Sapphire Ati 7970
Cooling -Corsair Cooling Hydro Series H100 High-performance CPU Cooler
Optical Drive- Sony AD7280SGB 22X SATA OEM DVD RW Black
HD - OCZ Agility 3 120G SATA3 SSD
Case - CoolerMaster RC-942-KKN1 HAF X 942 Black No PSU
PSU - Silverstone ST1000 Gold 1000W Strider Power Supply

thanks guys.

Also if kept at this current speed and levels will it reduce the life expectancy of my cpu? i get a max temp of 71 and a average temp of 63 over all my cores at 100% load.

what would be my limit of voltage? to ensure that i dont damage or shorten the life of my cpu

Keep it below 1.4v for air cooling, and 1.45v for custom water cooling.
