I find two problems with this setup

1. The large core of the fan is covering up most of the heatsink, trapping air under it

2. Much of the effectiveness of the fan comes from the frame around it, without the plastic frame air tends to simply tumble around the fan blades

I didn't read all pages of this thread so these issues may have already come up.

Nice idea + easy construction though!

Rubber bands aren't the best idea, they fatigue quickly.
