Now there's a true non-ref pcb, but I would say it's more of the custom variety than just simply non-ref.

It's funny you don't realize there's more then one version and you have no idea which one is the release model. I trust what newegg has in there hands over a reviewer that could of gotten a pre-release model.

Newegg using a stock pic for marketing? um ok?

XFX AMD cards from the 5XXX series and PowerColor HD 6950 cards are known incidences where the product delivered to consumers was sometimes reported to be substantially different from the pictures on Newegg's product page.
