Random Boot Lag

Here is my problem. On random boots, maybe 1 out of every 10 boots, my pc will have high screen lag. If I open any application, it slowly opens, and then if I close it, I watch it close in slow motion back to the taskbar. Turning off aero can only make the visual part stop. I have tried resetting cmos, and reinstalling OS, but neither helped.
While I was lagging I used CPU-z to monitor my core and noticed that I had voltage spikes from 1.041 to 1.204 to 1.024
The only thing overclocked is my ram which I am replacing soon.

Are there any scans I can run of my PC as a diagnostic?

Windows 7 Ultimate x64 Msi p67a-c43 (b3)
i5 2400 asus engtx 460 (700mb)
8 gigs DDR3 PC3-10700H (667mhz)
G Skill Corsair
750 watt psu

How old is your PSU? It's probably your HDD that's fragmented, have you done a chkdsk or done a disk defrag lately? This looks like your first post too, welcome to OCN. In your profile you can use the rig builder tool and add your rig into your signature so you don't have to detail everything you have in future posts.

PSU is new, from when I bought the PC in may of 2011, I have defragged and checked with seatools and my hard drive is fine. I have also checked with chkdsk.

Found the problem when painstakingly testing individual ram.
