My question is , is the PSU that I have picked out good enough to provide power to have the CPU i7 920 clocked at 3.6 to 3.8 ghz with the GPU MSI GTX560 Ti 2gb that I have pick out? Also will the CPU cooler allow me to run the CPU at 3.8ghz and be stable ?

You could power two 560 TI's with that PSU.

i7 920 @ 3.8GHz with the Hyper 212+ I'd recommend a push/pull configuration, otherwise you might be around 3.6.
