I know that I have to change the multipler to 14 and bus freq to 286 to get 4ghz OC but when it comes to cpu voltage I got told to set that to 1.45 and Dram Voltage to 1.65 Im not sure what voltage to change and if it would be safe heres my BIOS screenshots

CPU offset voltage. DDR voltage is 1.687 on auto already.

To clarify on this issue, the 1090T's memory controller is officially rated for 1333Mhz.  That's the same with most all platforms today actually except only for more recent AMD APU and FX/AM3+ platforms which are adopting 1866.  However, that doesn't mean you can run faster than 1333Mhz RAM just fine on the Phenom II x6.

For ease of use it is best/easiest to keep your RAM at what it is rated for.  i.e. if your ram is at DDR3-1600, try to push the bus clock a bit more to 300Mhz and adjust CPU/etc multipliers as necessary.  RAM runs at exactly 1600Mhz and you can set the timings and voltage and be done with it there.  If you mind the bandwidth (i.e. heavy HD video editing?) you can lower the timings to obtain additional bandwidth headroom and latency reduction.

Change Voltage mode from offset to Manual!

Increase multiplier to 20x, and bus speed to 200mhz.

Leave Voltage, at 1.35V.

Boot up, if BSOD increase voltage to 1.36V and so on.
After you have go a stable overclock with Prime95 muck around with the Northbridge Frequency and CPU/NB Voltage
