I don't know any links for the USA, but here are some things to look for. I always use those little black plastic fan rivets instead of screws. I also have 4 TT Thunderblades running at full speed in my case and they aren't noisy at all.

A DIY way of doing it, is to use strips of rubber bands stuck to the fan.
There are a few companies such as Antec who make gaskets, rather than silicone plugs, elliminating the main cause of additional noise through vibration dampening.
