I usually see on here that 120 per component underwater. 240 would surely be enough for a decent OC

It depends on your goals and available space.
If is a gaming rig, and a little noise doesn't matter, a 120x240 is plenty.
If you want ultra quiet, with low speed fans, or good cooling under harsh conditions, like folding in high ambient temperatures, you will want more radiator.
Because of the overclocks you are shooting for, the step up in cost between good cooling for a gaming rig, and "ultra quiet" or "harsh conditions" cooling can be quite significant.
Fair warning, this stuff can be addictive. Once we get started, most of us end up going way WAY over our starting budgets chasing just 1 or 2ºC better cooling, and/or lower sound levels.
