I'd go for a couple Yate Loon LEDs. Shopping around you can probably find them pretty cheap, and they're nice fans by any standard. Lemme see if I can google some up...

edit: $5.99. Not sure what the shipping would be but it likely still falls under $20 for a couple. Petra's has a good reputation amongst "fan people," also.

As weird as it sounds, I'm having really good luck with Rosewills RFX's.

http://www.newegg.com/Product/Product.aspx?Item=N82E16835200028

They also have a black and red fan blade version.

They're quiet when you want them to be, but you can turn em up and they move!

The RFX comes with the fan controller, or you can get one without:

Though, I'm switching to Yate Loons just because I want to try other stuff out.

The Rosewill's may actually be re-branded Yate Loons, heh. Those look decent though. Sleeved. Rosewill makes some surprisingly good stuff for the price, now and then.

Vid of Yate test.
Rosewill, though different model than one on newegg.

I'd still go with the Yates. Less than $20 shipped at Xoxide.

Will let you know my own experience once I receive the Yates.

Got my Rheosmart in today, along with my four Yates.

Hooked one of the Yates right up, and turned it full blast with the exact same Rosewill controller I was using to control the Rosewills.

MUCH Quieter.

Comparing actual air movement, I have no idea.
No way to test that, but I'll be switching everything to Yates and using Rosewills as backups!

btw, these are the plain black medium yates.

The Yates have a reputation for having a one of the smoothest sound signatures of any fan, expensive or otherwise, while still putting out respectable air. Some folks swear by them without cost even being the factor. The Rosewills are rather respected as nice budget fans as well, which I've only learned recently.

I was encouraged by this thread to order a green LED Yate. Things was $5.99 so what the heck. For some reason the LED Yates tend to outperform the non LED ones in tests I've seen, in both sound and airflow (not by a lot), and I have no idea why.
