I went through a bunch of different memory before getting rid of the problem, here is the memory I have tried:
4 x 8GB Kingston 1333 (using now)
4 x 8GB Kingston 1600
4 x 4GB Kingston 1333 (also works fine)
4 x 2GB Kingston 1600 (caused same problem)
2 x 4GB PNY 1600 (same problem)
The ram that was causing a boot loop in my current system works fine in my AMD build I was using before.

I see, well it's hard for me to believe that it fails on 2 types of memory I tested, it even shuts down after i remove all of the memory modules, after it beeps 3 times. Should it shut down and start again even if no memory is present? Seems weird.

Yeah - it won't boot at all without any memory installed, you get the 3 beep error code and then it would shut down.

Does your board have a port 80 display on it (small two digit LCD on the board that shows POST codes? This would help verifiy if ram is truly your problem

Nevermind - I looked up your board and see that it doesn't have the port 80 display

Yep, but it has some LEDs near the memory banks, which light up when the memory is incompatible, which don't with this kingston and patriot set i tested, and it's most puzzling that it did detect the whole 16gb when i installed windows etc.

Have you updated to the 1.2 Bios? According to MSI's site, the latest bios has improved memory compatibility:
