Does the fan cause a lot of noise? do you use a fan controller for it?

Relised I haven't posted any pictures of my case, just been asking questions the entire time. Waiting on an import of a 240 rad as discussed, fittings and a fan controller, after that I will have a proper photo session. , lol... but any ways, is there a preferred set up in terms of the tubing coming out of the reservoir. Is it better to go from the RES --> RAD or RES --> CPU BLK?
