Don't ever lap?

Not sure if serious.

Point of a loop is to be able to push the chip to higher voltages without having temps go outta control and relatively low noise.. don't really need a custom loop if you're going to keep it at stock volts, a decent heatsink would do the job even with low noise fans, so can't complain bout noise there. Push the chip to 5ghz region with voltages near 1.4+ then you'll really see a loop shine.

oh I'm dead serious..the cold plate was bowed..and i lapped it flat..now it doesn't push the IHS down
enough to make good contact with the actual chip
It's fine on an AMD cpu..but not Intel
Intel sometimes has a less-than-perfect chip and solder job underneath that IHS

If you lapped a water block flat there's only one feasible reason as to why it wouldn't have enough pressure and that is how it's mounted.

I can understand your problem if you have the EK HF Supreme where you can only screw it down so far and the springs add most of the pressure against the IHS, but if you have certain Koolance blocks etc. this won't be a problem.

Ps; I seriously doubt it's because your chip has a bad IHS solder.

Ok so i tried overclocking my chip to 5ghz.. But couldnt get it to boot with anything higher then 4.8, i used voltages up to 1.45 but still no luck, so im currently running it at 4.8 with 1.425v. Im wondering if the overclock has taken Place though cause i am running intel burn test at maximum and temps staying under 61 degrees and cpu-z wont pick up any overclock i do... Am i doing something wrong here??

What does it say in the "Core Speed" box in CPU-Z when idling and during testing? Perhaps you are expecting the "Specification" box to change; it doesn't.

Enable PLL over voltage, it usually helps get past 4.8GHz.
