Easiest way to format a HDD

I know this seems very basic, but so is my know-how with this sort of thing. I have (2) 500GB HDDs in my PC at the moment. One of which has Vista when I first built the PC and I bought another 500GB HDD when I got Windows 7 as I wanted the extra space down the road. Well that time has come. Here is what I have, and what I want to do.

1) 1 HDD w/ Windows 7 (going to reformat as I'm having issues with a bunch of software and drives from Mobo)
2) 1 HDD w/ Windows Vista that I'm going to transfer important files to before reformat of above drive
3) Once I reformat I will then transfer back to newly formatted Windows 7 HDD
4) ***I then want to reformat the "Vista" HDD to be purely storage and NOT have an OS on it***
4a) What is the easiest way to go about this, just right clicking it and pressing format from in Windows? (seems to easy >.<)

yep is that easy as long you are not using that drive for the current live OS

also you can use some linux distro, gparted, parted magic, and more
