APU Build, No POST!

A friend and I recently built an APU computer, but after swapping out every possible part, the system receives power, but refuses to post or even give a BIOS screen.

We've exchanged possible bad for known good and vice versa, but our computers boot up with the RAM of the machine in question, while that machine refuses to do anything, so it's not that.

We've replaced the motherboard, the APU, and the power supply to no avail. We've triple-checked our connections, removing the HDD's and CD drives to make sure it wasn't that.

We used anti-static wrist straps and an anti-static mat too.

We have no clue why this build isn't working, so it must be either we're overlooking something terribly silly or our build in question is plagued by phantoms.

Any help would be appreciated.

May help to list components!

Silly question, but does this monitor work that you are using...? If no post, do you know you have working graphics?

It may be the Mobo or CPU.

As I said, we replaced both the motherboard and the APU. We did try different monitors, vga and HDMI inputs, different cables...

A component list would help..*facepalm* I don't have the rig with me, I'll add it later..
