Can you burn an .iso to a disc and also a folder with a text file? how would i do it, do i need a special program?

if you want to be about to use the iso ( use the iso, not just the file ) the txt file needs to be in the iso- as in part of the image

What kind of iso is it?

its a game install i got, but can you open an .iso without poweriso or winrar ...etc

Did you try using 7zip?
Install it, then right click the iso, and in the menu, chose 7zip > open archive.
When that comes up, drag the folder with your txt file into the archive, and it should copy
