I tried both actually. For the last two tests it was set to auto and ended up at something close to 1V. It didn't change when running prime95. Right now it is set to 1.3V fixed for testing but still everything is stuck to 1.6Ghz fully loaded or idle.
The bios is the latest release bios (23.60) but I've also tried the latest beta bios (23.7b2) with identical results. Flashing the beta bios (23.4b9) that ran on my old board also didn't help.
The board also has some OC Genie feature that does a mild 4.2 Ghz OC automatically but also that mode was stuck at 1.6Ghz.
The only thing I could try is wipe this Windows installation and do a clean install. Windows was installed using the initial board and I just booted this installation again when it returned from RMA. Both boards are the same type MSI Z86A-GD65 (G3), they took the old board and sent me a new one judging from the S/N.
It don't think this will fix it though, since with the current settings the CPU should be fixed to 3.4Ghz anyway with no option to downclock at all.
Hiren's boot cd contained a bootable XP and CPU-Z. That one also showed 1.6Ghz although it should've shown 3.4Ghz with the current settings.
My guess is the board is broken in some weird way.
Swapped out the MSI board for my former Asus again. Plugged in the other OS drive and now everything is back at 4.8Ghz.
