The problem isnt that its a 5400RPM drive, a 7200 might be better, but it wont completely alleviate the issue.
The problem is that the single drive cant both read and write in different locations on one drive at a fast enough rate to not have lag.
The way to fix it would obviously to have two drives, one just for fraps, and your main drive for everything else (OS and games). Fraps at full frame 1080 is around 66MB/s, which is nearly enough to saturate a 5400rpm drive (~90MB/s), but around half the write speed of a 7200. (~120MB/s). But the increased speed wont help, since the drive still needs to move the head around a lot to do both reading AND writing for fraps AND the game. so the actual write speed the drive is capable of while playing the game is waaaay lower, creating the lag.
EDIT: oh wow I read the OP wrong, I thought you meant lag while recording, not post-editing.
