Right now I've got two AP-14's and some bigger coolermaster 200mm fans above them in my HAF-X, and as much as the sound level impresses me (silent further than 4 inches) the airflow does not. I'm selling of my sig rig and will be building an X79 rig soon, with a RX360 rad and a RX240 (maybe another 360, depends on the case, most likely a switch 810, but if I'm on the fence about a double wide.) I'd really prefer something with LED's and they can be a little louder than the AP-14's. I'd really like to spends less than $100 dollars for all this because...well...they're fans. I can stretch for performance though. Thanks!

Well they aren't flashy, but they're cheap and have great performance as far as my loop has been concerned.

Yate loon mediums, or highs. Depending on what noise you want to deal with(Fan controller allows you to pretty much set the High speeds to whisper mode). I also have 2 chains of Coolermaster R4 fans that I received with my current set up when I bought it from another OCN'er. When they arrived one of them seemed to be making some sort of click and I could never find the solution, not that I tried much. They are daisy chained together because they were Rad fans(3 fans wired to one 3 pin), they had green leds. If you'd be interested in those then you can PM me, we could work something out.

So my suggestions, Yate Loons if you're really trying to go a little on the cheap without sacrificing much performance($5 per fan). Or coolermaster R4 fans, with whatever color LED floats your boat($11 per fan).

I didn't even realize they made yate loons with LED's, if the quality is the same as their standard black fans those will work just great for you.

I know I'm over doing it but this setup is supposed to last me 4+ years, all on Eyefinity.

I would snag the high speed yates, personally, and just undervolt them if they're too loud or more power than you needed. You're certainly saving enough money over GentleTyphoons to justify a fan controller, and it gives you the most options. As for the radiators, I believe the RX series are just middle of the road when you get up to medium and high rpm fans, you might look at some of the other options out there that are better suited. You can take a look at this comparison, at higher speeds the Black Ice SR1 does pretty well, and the EX-series actually edges out the RX while having a thinner form factor that might be easier to deal with.

You can snag the red high-speeds here for $4 unsleeved or your choice of sleeving for a bit more. FrozenCPU only seems to have the blue ones in high speed.

So what do you suggest for top performance? I decided to go with the TJ07 case which can hold a 480 and 240 rad. But I'd rather get a more expensive 360 rad if the performance beats the 480

And i'd prefer sleeved, but that sure beats the $7 for the mediums. Can I chain the Molex connectors and connect them to a fan controller? If I go 12+ fans I'd need 2 or more packed fan controllers

A quality 480 will beat the same manufacturer's 360, so I wouldn't worry about dropping down to a 360. You can actually pay $7 per to get the high-speeds sleeved from PPCs, if you prefer them that way it's the same price as the unsleeved from FrozenCPU. For a fan controller, the yates aren't particularly high amperage, but most fan controllers I know of are 3-pin, so you'd need some splitters, which shouldn't run much at all. A decent fan controller should have absolutely no problem running 3+ yates per channel, so no need for 2 controllers.

For best performing radiator, you've got a number of options with higher speed fans, anything with a high FPI should do better than stuff like the RX and EX series. I personally like HWLab's Black Ice GTX Xtreme but there should be several if you have a certain brand preference.
