Windows is still stalling on loading screen, Need a fix for this!

It continues to stall, its the screen when all four windows colors combine, it either just keeps "pulsing" or it will lock up. It is a fresh windows install and all updates are installed. All firmware and drivers are up to date. I tried putting it on "turn on from PCI-E" in the Bios screen just now, so see if that works. But anyone has ideas how to fix this for good? IDK if its the mobo, cpu, or something, everything is stock for the moment, so its not a unstable overclock.

If you say all firmware and drivers are up to date, I'm assuming that you were able to get into Windows before. So I would pop in your Windows disc, run startup repair, and try a system restore.

I would suggest running a hard drive test, perhaps its struggling to read the hard drive.

We had this exact issue at my work a few weeks ago.

Drove myself and a couple other techs insane, especially since the computer was a rush order.

I believe our solution was a new pair of RAM and HDD.

Put everything back to stock clocks, and give it a go.
If nothing, run a memtest, then a hard drive stress test.
If still acts up, most likely board.
