As far as what you were saying about the CPU getting this guy an FX still doesn't make sense considering he'd have to go thru the hassle of changing his mobo. Way easier to drop in an I3 and it would be faster as well. Regardless of whether or not you think he'd notice it. Like I pointed out in the post you quoted his current CPU is faster then a 4100 in gaming already.
As far as your multi-tasking argument it's already been pointed out the CPU is most likely not the culprit of his alt-tab issues. Not only that but throwing cores at the problem isn't going to fix it.
Yes, the GTX 460 is $100 but if you're low-end (Not mid-range which is where the 460 lies) then there is no better solution, even if you count GPU upgrades the HD6670 CFX thing works well.
I'm seriously calling TH out on those Skyrim results, according to them I should be getting sub-30fps (Exact same settings, worse GPU) yet I stick around 37fps minimum. This was pre-patch and without the mod to optimise it as well.
Other than that, and if the 4100 is OCed...?
