So I just got a 7970 and experienced the exact same issue.. and despite the fact nobody noticed this post on page 2 it actually does work.

Mode 1 is run coexisting with Powerplay

Mode 2 is Powerplay disabled, all clock control thru AB.

Are there any consequences to raising your 2D Clocks? I'm having an issue with HDMI Audio that might be fixed with this post: http://www.rage3d.com/board/showpost.php?p=1336940832&postcount=92

Will it cause extra wear and tear on the card or issues during sleep?

Disabling Powerplay will obviously not let the card/s go into low power states. This has the effect of raised temps and power consumption.

I assumed as much, but I can live with that. What about an intermittent switch between 2D and 3D clocks? My card does this, going from 500MHz to 1100MHz and back, during video playback. This happens every few seconds. Thanks for all your help!

Guys i have a 6970 since drivers 12.x i need to change my resolution down then back and it fixes everything. I do this after booting up. It also fixed everything to change the memory clock to stay all the way up but that sucks. Try over clock mode 1 not 2 with power play on restart then do the resolution change I mentioned with updated drivers. Worth a shot anyway.
Took me a year to figure this out found it on random place that was not even related.
This fixed my screen flicker in 2d / chorme desktop etc.
