The Gen IV pebble bed design is not perfectly meltdown proof. The decay heat removal system utilizes natural forces is not unique and can be seen in the Gen III AP1000. It may work better, by allowing a longer grace period but it does not provide the option for operators to just leave if there is an accident. As far as I know there isn't a walk away reactor design yet. The pebble bed design is not exactly a perfectly safe design that blows away all the other Gen IV designs and at the designed power generation, 1/10th of other commercial power plants, it most likely won't see much usage in large countries. Its a popular idea for low population areas.
