38C seems 1 or 2 degrees high for around idle. You may want to examine your case airflow. I have Antec's P180 which separates the PSU & HDD's into a separate chamber at the bottom of the case, and has two outtake fans at the top (with optional intake in middle).
Running the Athlon64 4000+ around idle I get 32C and with a heavy load (not gaming load however) I run at 39C with the stock CPU fan. (I'm still waiting for my Big Typhoon VX to arrive).
Note the San Diego 4000+ runs at Vcore 1.36 with 90nm production - so there is some difference there but I don't think the difference between 3700+ should be a 6 degree difference (where's Kevin Bacon?).
ALSO: Did you lap your BT before mounting it? I've read lapping can make a difference especially with the BT as its base is not buffed that well by Thermaltake.
