Use msi afterburner for fine tuning your GPU overclock.

As regards to your CPU overclock - it depends what model/make/brand your hardware(s) are but almost always recommend overclocking your components through your BIOS. You get to "know" them a lot better, weak spots, strong spots etc.

Please update your sig with your current rig or post your specs. I'm assuming your AMD so here is a great AMD overclocking guide from OCN: http://www.overclock.net/t/902756/amd-overclock-guide-for-newbs/0_100

Good luck.

Edit: im sure posting your specs would attract more advice pal.
Edit 2nd: apologies, its late - im being lazy, didnt read you've got a locked bios.

BIOS doesnt let you change anything? Is it a store bought computer? If so, the BIOS is locked and your only chance is if you can find a BIOS for a matching unlocked motherboard to flash it to. Good chance of bricking your motherboard and relatively low chance of success. Other than that, not much you can do about overclocking anything other than your video card.

Please fill out the rig builder so we can know what exactly you have.

If you can find the chip number of the clock generator on the mobo, you can try SetFSB.

You have a K8 family cpu, and I believe there is a windows OCing tool for them specifically, but I forget the name.

I think you should start by structuring your sentences and not writing chunks of text smile.gif
It would also help to be a little more patient, while this is an active community I doubt everyone can help you overclock 4 year old hardware wink.gif

For overclocking your graphics card, I heavily recommend MSI Afterburner. It will allow you to overclock the core-, shader- and memory clocks independently and also monitor a lot of statistics like temperature, VRAM usage and GPU usage. I have never overclocked a 9800 GTX myself, but I think you'll need to try out what combination of clocks works best for the games you play. I'm sure some games will react better to shader clocks while others will react better to core or memory frequency. It's up to you to find out what is optimal.

When testing stability, there aren't really a lot of good programs for doing exactly that, play the games you like and if you get crashes that means your overclock is unstable wink.gif

Without accessible BIOS, there aren't many ways of overclocking your CPU. I'm sorry that I can't help here, but maybe someone else will given time wink.gif

Good luck
