Are you trying to "Copy" your Win7 onto his HDD and score him a free OS? Or are you trying to sell him your copy of Win7?

If it's the former, can't help you, and it's against the TOS here.

If it's the latter, hand him the DVD and the product key and Windows will install itself correctly onto his HDD, assuming that he has a DVD or BR drive.  If he has no optical drives, just let him borrow your DVD drive to install with.

I don't know what a flash drive has to do with anything.

You cannot install Win7 from an internal HDD to an internal HDD, unless you are cloning, which would be against TOS, in addition to a few other ethics.

If he bought a real copy of Windows 7, but does not have a disc drive, and you do not want to put one in, you can use a network install, or just an external HDD formatted into fat32 & set up for booting purposes.

None of these are practical, however.
