also, on Core Temp and Speccy it shows my cpu down at 1°C when idling, motherboard between 25°C to 30°C, when I run Prime95 it'll be accurate (±30°C) why is it doing this?

There are too many variables to know if those are good settings. Some of them are,
-Ambient Air temp (also how does this change from day to night)
just moving my case from one room to the other give me substantial differences in core temperature. What I suggest you do is boot your computer and dont run anything. After about 30min, what are your temps? if they are under ~50c then turn the low fan speed lower. Your upper fan speed (60C @ 100%) seems fine. I read somewhere that the Llanos cpus are designed for use up to 70C . I don't know how true that is.
the 1C @ idle is way off but that is normal. Idle temps are never ever close to being right. just look at your load temps.
