Human eye can see a million fps, because the eye doesn't see "in frames per second." Human eye sees in streams of continuous data, its the disruption or irregularity that drives us nuts. A steady 60 fps is actually perceptibly smoother than games fluctuating between 65 and 200 fps for example.
24~27, 60 are just standards the industry has taken.
Regarding Topic:
Consoles will need hefty upgrades, regardless of what they get, they are extremely underpowered next to gaming rigs. When the mainstream format adopts more powerful technology only then do we get the gaming enhancements and optimizations.
