Strange issues after OC

Well to start there are two issues I'm dealing with and I think they may be unrelated. The first issue has occurred even before I had my 960T (which is an absolute beast btw... highly recommended!). When I had my 555BE OC'd to 4.2ghz X3 (as well as most other oc speeds and configurations) I had this weird issue with the windows 7 startup sound. As it boots into windows its like I just catch the tail end of the startup sound, almost like one part of the computers not keeping up with the rest of it or something.. After replacing my 555 with the 960T I still have the same issue. I have encountered no real performance issues or crashes but I just want to understand why this is happening to make sure I'm not damaging something which I doubt. My settings are currently Prime stable for 13hrs and pass 20 Linx tests. Settings are as follows :

960T X5 @ 4.0ghz
cpu voltage: 1.48
NB: 3000Mhz
CPU-NB voltage: 1.3
HT: 2000
RAM: 2GB X2 @ 1600mhz 8-9-8-24-33 timings
RAM Voltage: 1.65
GPU: Sapphire Radeon HD 5830 256bit DDR 5 (have not OC'd card at all yet)
MB: Asus M4a88td-v evo

Secondly for some strange reason randomly when I click on folders or links and sometimes when I unplug or insert usb devices, my screen goes black for about a second and then comes back on. It almost looks like the feature of User Account Control for administrative privileges except no dialogue box pops up. I am running an hdmi cable from my 5830 into the HDMI 1 port of my Sanyo 42" LCD. I found a thread that identifies my exact problem, and a few of the people posting have my same TV which is interesting but still no real answers have been found. Are you still running on the same windows install that has been giving you the issues??

It sounds like a software issue for sure.

It's actually a fresh install of win7 ultimate x64. That's what I don't understand. Why is the windows logon sound cut short only when oc'ing? (had this problem for quite a while) and as far as software in regards to the screen flickers, ive installed the updated catalyst drivers for my 5830....
