I bought G.Skill RipJawsZ 32GB (8x4GB) DDR3 PC3-17000C9 from a UK etailer for £275GBP ($430USD approx) last week to mess around with some ramcache/disk fun.
Not far off what I payed for lower spec'd 6GB Corsair Dominators only a couple of years ago

I'm thinking DDR5 will change RAM cost, but of course with the introduction of any new RAM cost will go up, duh....

Other than that, I cannot see RAM (as a whole) going up without valid reasons other than some rich corps wanting to make more money (which is very likely)...

The corporate gas pigs are obvious proof that greed is not only real, but to be feared, and there is nothing we can do about it, not really...

Why would you think DDR5 (which is not even defined yet) would change RAM cost? What evidence?

The initial cost of DDR4 will be higher than DDR3 due to lower yields. This is normal for all of time.

RAM companies have had oversupply issues for years..... many are barely making money selling DRAM at or below cost. The consolidation over the last few years reflect this. RAM is a commodity.
