$1300 to spend on computer parts and monitor.

My friend has $1300 to spend on a computer and monitor, he can buy used parts if he has to, figuring he can get a used CPU and Graphics card.

What would you get with for $1300 if you were buying used and new parts and a monitor?

He wants to play high end games so I'm guessing an i5 is the cpu he will need.

What else would you suggest him getting with that buget?
