I believe lag isn't directly related to fps. You would probably have to tone down AA.

Well, at 60Hz, since it matches the fps you were getting, it would not be as stuttery.

The stuttering isn't to do with FPS and you can't cross compare games like that. You may think that 75FPS is smoother but it could just be that one game engine better than the other. If you played a single player mission at 60fps then 75fps you really wouldn't notice the difference, stuttering will be due to an internet connection, a CPU bottleneck or a bad GPU driver install.

You might get screen tearing if you don't enable V-Sync while you got more FPS than the the monitors' refresh rate but it makes no sense to see any stuttering at 60FPS.
