I've been using silver coil for about 2 months with distilled water. I have clean water running up to this point, no algae. Try some of that PT silver coil shown above and see if something changes or gets better?

I was trying to think about what type of solder it looked like..

It's wasn't solder, but It's solder.

Looks like oxidation(rust) from the photographs, although it could brown/black algae, its some resilient stuff, that would take about a week or so to grow in the right conditions.

Add a couple of drops of chlorine (not bleach or clorox or anything with amonia in it.) or bromine to kill it. correct the PH of the water to prohibit future growth.

Dude, it is not algae after only 2 weeks unless he is using tap water!
He should check if there is a metal interacting with the silver in the loop. Also, if you used non-demineralized water they was maybe some contamination...

I think when I was flushing my rad out, I didn't cleanse it enough with the distilled. I maybe did one rinse. Think that might have contributed? I did let the rad dry completely though.

Do you mean, take it apart to test if the algae comes off in a bath of vinegar? I did do a vinegar bath on the clean coil before I installed it.
