By 2 processors do you mean the P4 has hyper-threading enabled? Have you correctly installed all the motherboard drivers such as chipset etc.? Try defragmenting your hard-drive and test your memory with memtest86. Also, give pcpitstop.com a try and see if they can detect anything wrong with your rig.

How low are we talking in FPS? 10-20? Have you checked the stabililty of your PSU as well?

Have you gone through all your bios options concerning video?
Thermal throttling?
Are both cores enabled?
Have you updated your motherboard bios?

Are you sure its a dual core p4 and not a pentium D? i dont think there is a dual core P4, also what video card are you using?, anything in the background maybe hurting you? you may also try going into catalyst and setting 3D to Performance if your using Ati make sure options like Adaptive AA are Off.

I had a similar issue with the DDR2 and DDR RAM...
Ram timings are set where you can see...GPU RAM timings aren't...gotta mod them all homie...it's true...
Go into the BIOS and check your AGP/PCIe and modify it from 66-67/100-105MHZ if you have to...there will be reboots without correct volts applied.
Get the XG 92.91 drivers and forget it...

Your rig profile doesn't supply ram type.
How much and which type ram are you using?
Investigate virtual memory percentage.

You can download a utility like EVEREST or SISANDRA or PC WIZARD 2006
to help you gather info on your computer settings.
They all have helpful tools and assorted tests, some for troubleshooting problems.
