The thing about this is if you do it your self you will have alot of fun. If you pay someone to do it well then you will always wonder if you made the right choice. All the hardware people suggest is great. Personally I would focus on making some type of universal hub where I could switch motherboard and video cards anytime I like and any time I wanted to change cards. What I would do is dedicate a full room to water cooling and/or phase changer hardware. Then have the monitors mouse keyboard and everything in the next room over. I would do this so all the cooling and fans where in the next room then I would have tubing coming through the walls and cooling all the components like the chipset, GPU's, CPU's. Pretty much everything. You could use a few loops and have each loop being cooled by more than one 1080 rad on each loop with good fans in the next room. This way when your ready to change to a new motherboard or newer GPU's you could just change them out and have the same cooling system intacted. Also you would never have to change the PSU either. This would be really nice you could even build the motherboard mount into a glass case or into your desk it self. If you get good screens, mouse, keyboard, chair, desk, and cooling system in the next room. Then you would be set the only thing you would ever need to change is GPU, motherboard/cpu and waterblocks when you want to upgrade in a year. Then you could also change hard drives every couple years. But also I would put a nice RAID server in the next room too with RAID10. That way all your files are easily accessible and backed up when you decided to change out hardware.

As for the GPU and motherboard/cpu now I don't think it matters to much either four 7970's or four 580's. It matter to much cause I think 700 series will be what to get so I wouldn't spend to much on GPU's yet maybe make due with two or three 7970's to hold you over until the 700 series. But the socket 2011 dual CPU setup would be the way to go but you would have to wait on that too. So any 2500K or 2600K board could hold you over until those come out. But if you want to go all out you really might want to wait. maybe put together something to hold you over till the SR-3 and 700 series stuff releases then give your place holder rig away to your best friend or something.
