depends greatly on specific area.

i get rated at 23.5/3.25, i max at ~2.1 mbytes/s typically sustained down, upload is very hit and miss. between 100kbytes-280, typically ~230 max sustained most cases.
old place one town down, i was on a new sandbox or whatever its called, and i was the second user on it, so i got great speeds, typically 2.4-2.6 sustained (usually 2.4) down, 290-350kbytes/s up sustained typically... with the same plan.
now, with my place the NEXT town down, which is more of a small city, they were very overloaded there, we rarely got rated speeds, and during peak hours, we had alot of drops and bad connections.(i forget what plan we paid for back then)

well both you and the OP are in California. Perhaps you guys are luckier over there. I know for a fact that the national averages are pretty poor and the DC Metropolitan area (DC, Maryland, Virginia) strongly supports those averages. It's not uncommon around here to have worse speeds than dial up, or not have internet at all, for days at a time on comcast.

I personally jumped ship to Verizon as soon as they became available after years of abysmal performance and lack of support at 4 diffrent locations, even on their top tier services. Many people I know in other regions across the states are in the same boat as I was. Just about all of them are switching to whatever other option they can get as it becomes available to their area.

Comcast over here is the "thing" my friend downloaded BF3 in like 3 hours with comcast.

Download speeds don't mean a whole lot for hosting servers, especially not if your upload is still crap. With comcast here I could get bursts of up to 50mbps download, but something as simple as attaching an average size photo to an email would take as long as 10 min. That's when it worked at all.

What kind of upload does your friend get? How is his stability? Latency? these things are more important to hosting a minecraft server than burst download bandwidth will ever be.
