Make those changes to stop the clock from down clocking. It needs sufficient power.
Has nothing to do with thermal.

You beat me to it. OP, this is your issue, I ran into the same thing when I set up my cpu + mobo.

Denim-187 I dont have a short or long duration power limit option. Or at least i can't find it within my bios, although i did set the core current limit.

It's under "Turbo Boost Power Limit" on my mobo, Extreme4 b3. The default is Auto, change that to Manual, then you can adjust the short and long duration power limit. It is set too low by default.

Yup I had excatly same problem, solving it is very simple but still seems like many new Asrock-mobo owners are confused because of that.

Im curious if its the same on asus motherboards? I have the maximum gene-z and have 4.8ghz stable but cant get 4.9+ without a lot more voltage, I always thought I hit a wall there but is this what you guys are talking about in the pic? I just thought asus did the limits differently so left these settings below on auto. I want to add that I have offset voltage in use and dont use turbo, its either 4800mhz or the 1600mhz idle

Yeah, you can go higher if you want, I've seen people on here setting the power limit at 250. I think I just have both of mine set to 200, but if you're i5 is downcloaking when stressed, then that is you're issue. Basically you just need it higher than the default, because that is too low, it's something like 110 for short, and around 90 for long if you leave it on auto.
